UK BCA 2026: The Sponsor Thresholds That Reach Agents
From June 2026 the UK BCA tightens: refusal under 5%, enrolment 95%, completion 85%. Here is how the RAG rating reaches the agents who recruit.

From 1 June 2026, the UK tightened the Basic Compliance Assessment (BCA) — the annual test that decides whether a university keeps its student sponsor licence. According to the UK Home Office, sponsors must now keep their sponsored study visa refusal rate below 5%, their enrolment rate at 95% or above, and their course completion rate at 85% or above. A new Red, Amber, Green (RAG) rating sits on top, and a sponsor is rated by its single worst metric.
None of this names education agents directly. But it reaches them. This guide covers the 2026 thresholds, how the RAG rating works, what a Red rating costs a provider, and why your cohort is now part of your provider's score.
What is the UK Basic Compliance Assessment in 2026?
The Basic Compliance Assessment (BCA) is the check the UK Home Office uses to decide whether a Student-route sponsor keeps its licence. It measures three numbers: the visa refusal rate, the enrolment rate, and the course completion rate. From 1 June 2026, the thresholds are stricter, and a RAG rating is layered on top of the pass or fail result.
The BCA matters because a sponsor that fails can have its licence downgraded or revoked. A downgrade freezes the sponsor's ability to issue new Confirmation of Acceptance for Studies (CAS) records — which means it cannot enrol new international students until the issue is fixed.
What are the new BCA thresholds from June 2026?
According to the Home Office student sponsor guidance, for assessments applied on or after 1 June 2026 a sponsor must meet all three minimums below. The completion threshold then rises again the following year.
Visa refusal rate: less than 5% of sponsored study visa applications refused.
Enrolment rate: at least 95% of students who were issued a CAS actually enrol.
Course completion rate: at least 85%, rising to at least 90% for assessments from 1 June 2027.
These are minimums to pass. The RAG rating then sorts sponsors more finely above and below those lines.
How does the RAG rating actually work?
The RAG (Red, Amber, Green) rating is not an average of the three metrics. According to the Home Office guidance, a sponsor's overall rating is set by its lowest-scoring metric. So one weak number — refusals creeping over 5%, for example — drops the whole rating, even when enrolment and completion are strong.
The refusal-rate bands show how narrow the margins now are:

The enrolment and completion metrics each have their own green, amber and red bands in the same way. Because the rating is set by the worst of the three, a sponsor cannot average a weak metric away with two strong ones.
What happens to a Red-rated sponsor?
A Red rating is expensive. According to the Home Office guidance, a first Red rating triggers a minimum 12-month action plan and cuts the sponsor's CAS allocation by at least 10%, with no upper limit on the reduction. The sponsor also receives a "Final Warning" that stays live for its next five assessments, and it can lose privileges such as English-language self-assessment.
An Amber rating is less severe but still constraining: the sponsor gets no CAS allocation increase until it returns to Green, and it faces mandatory engagement meetings with the Home Office. In short, a weak rating directly limits how many international students a provider can take on.
Why does the BCA reach education agents?
The BCA judges providers, not agents. But providers protect their rating by managing where their numbers come from — and much of international recruitment runs through agents. According to ICEF Monitor, around three-quarters of international students at UK universities are recruited from their home countries, often through education agents. If your cohort raises a provider's refusal rate or lowers its completion rate, you become a risk to the single metric that can cost it CAS allocation.
This connects to a second 2026 change. Since April 2026, the student sponsor guidance requires sponsors to record agent details on the CAS wherever an agent was used in recruiting the student. The guidance points to the SMS user guide for the specific fields — including the agent's legal name, country of registration and business identifier. It applies even to a one-off recruitment with no formal contract, and where a sub-agent is involved, the sponsor must record the main agent, not the sub-agent.
Put together, the two rules mean a provider now carries both your students and your name on the same compliance record. The agencies that stay easy to work with are the ones whose cohorts do not threaten any of the three BCA metrics.
What should your agency track now?
You cannot control a provider's rating, but you can control the inputs your students contribute. A short checklist:
Refusal risk: screen documents and funds before an application goes in, not after a refusal lands on the provider's metric.
Enrolment: keep offer-to-deposit-to-arrival deadlines visible so a CAS holder does not quietly fail to enrol.
Completion: note which students are at risk of withdrawing, since completion now sits at 85% and rises to 90% in 2027.
Your own record: keep a per-student trail of who sourced each student and which provider holds the CAS, so your agent relationships are documented as clearly as the provider now documents you.
The BCA was always a provider's test. In 2026 it became a shared one.
